Well one can you make Village sub forums... only people in Edo can enter "Edo's Town Center" that way if a village message is needed to be posted or jobs... it can only be seen by pple in that village

Yes and No, cause it would be only like an extension for offline. I.E. let just say we name a sub forum "Yoko village Hall" in theory the Village Hall is a "City Hall". Just a place where official events are announced and posted. If I was looking to icly for a gang, I would simply write an ad.
